Serious Charges Filed in Dane County
Julio Cesar Morales Jarquin faces two counts of second-degree sexual assault of elderly victims. According to police reports, the alleged incidents occurred at an assisted living facility in Dane County where Morales Jarquin was employed. Immigration and Customs Enforcement confirmed that Morales Jarquin entered the United States in 2023 through a parole program that has since been terminated. Despite the program’s cancellation in April of last year, he remained in the country without authorization.
Federal-Local Cooperation Dispute
The Department of Homeland Security has publicly called on Dane County officials to cooperate with federal immigration authorities. Lauren Bis from DHS emphasized the severity of the allegations and urged local officials not to release the suspect back into the community. The county operates under sanctuary jurisdiction policies that require ICE agents to present signed judicial warrants before taking custody of individuals held locally. Federal immigration law does not mandate such warrants, creating an ongoing jurisdictional conflict between county and federal authorities.
